Bell leaving politics
for a little bit more

election rather than join the
competinon for the mayor's
charr.

Bell will begin some of his
new responsibilities as public
affairs manager for
Safeway’s B.C. division
beginning September 7,
although he will continue to
chair council meetings up to
September 20.

He gives his reason for
leaving as mayor as a need to
devote more time to his
family, which expanded
when he remarried almost 21
months ago.

Bell, who turned 40 this
year, has made it no secret in
the past that his career in
politics - six years as mayor,
six as an alderman and a
previous 18 months on the
planning commission - has
had its toll on his family life.

Also starting in Sep-
tember, Bell will be studying
for his masters degree in
business administration, at
Simon Fraser University.

Before he leaves, he hopes
to see the adoption of a new
District garbage disposal
policy, thereby closing the
door on the embarrassment
he has suffered as a result of

the controversy over the
Premier Street landfill,
which neighbors have tagged
Mount Bell.

More politically
frustraung to Bell, though.
has been the  polarizauon
which has emerged among
his own council in the past
two years and the constant
need for him to break tied
votes which have frequently
arisen because of the clearly
defined and often’ un-
compromising political
camps.

Left-wing alderman Emie
Crist was the first to respond

to Bell’s resignation § an-
nouncement.

“You and I belong to
different so-called

philosophical sections,” he
said, “but I have found you
as a person who could bring
different points of views.”

Referring to last week's
front page article in the
North Shore News which
detailed Bell’s frustrations
over the political divisions
on his council, Crist added:

“T have read with dismay
that you didn’t always find it
as pleasing to have such
divergent views on council.”

However, Alderman Segal
recognized Bell's difficulties
when she commended him
for his work.

“You have done a good
job holding together those of
us who have sometimes had
violent differences of

opinion,” she said. “You will
be a hard act to follow.”

Alderman John Lakes

of appointing an = acting
mayor rather than holding a
by-election.

Bell reminded Lakes, a
lawyer by profession, that a
legal opinion from District
solicitor George Orr had
been circulated to. all
council members at an in-
Camera session which
preceded the public
meeting.

Orr confirmed again that
he considered council's
appointment of an acting
mayor to be legal under the
provisions of the Municipal
Act.
