are considered, maximum
allowances for rent, hydro,
heat and phone are also, in
many cases, well below the
actual costs faced by welfare
families. When these costs
exceed allowances,
recipients face the option of
seeking smaller, lower cost
accommodation or cutting

back on food to subsidize
rent.

Particularly hard hit are
those singles and couples
under 31 years, who unlike
other recipients, see no
increase in their support
allowance after four months
on assistance and therefore
continue to experience an
income shortfall of $75 and
$132 a month respectively.

The gap is also significant
in the case of young families.
The maximum GAIN benefit
for two adults with three
children up to the age of 12
is $700 during the first four
months on assistance and
$735 after that period. This
is short by $230 and $195
respectively of the estimated
basic living costs.
