government’s deadline for the withdrawal of
diplomatic immunity to the mission:

Police will be moving
cautiously, against the fear
that the Libyans may have
booby-trapped the embassy
when they left the premises
Friday, after an | 1-day serge

diplomatic ties between the
two countries.

same time, British diplomats

chemical war proposal

formally rejected a United
States proposal that the two
countries sign a_ treaty
outlawing chemical warfare.

The Soviet rejection came
as U.S. President Ronaid
Reagan was urging the
United States Congress to
approve $1.1 billion” spen-
ding on chemical warfare.

Reagan 1s arguing that the
money must be spent
because a weak deterent
provided no incentive for the
Russians (tO negotiate a
chemical weapons ban.

The Soviets have rejected
the treaty proposed by the
United States because they
feel it would seriously set
back negotiations on the
issue.
