As a result council unanimously approved the preparation of the terms of reference to draft a heritage conservation policy. The terms of reference will be distributed to qualified consultants for their pro- posals and budgets. Staff will also contact the B.C. Heritage Trust to seek more funds for the prepara- tion of the draft heritage conservation policy. Staff will also report back to council with recommen- dations on the preferred consultant and the budget necessary to prepare a draft conservation policy for the city. HERITAGE INVENTORY A Heritage Advisory Committee Bylaw was pass- ed by the three North Shore municipalities in 1979 and three municipal! heritage committees were set up to prepare and submit to each council an inventory of buildings, structures ang sites deemed significant’ to the heritage of North Shore municipalities. The North Van City Heritage Committee report was submitted to council in ig Back in business at Westview 9:00 to 1984 and identified 32 buildings of primary impor- tance, eight buildings of secondary importance and five sites of historical significance in the city. CONFLICTING PLANS City planner Richard White, in his report to coun- cil, pointed out that ‘‘the Heritage Inventory, along with its recommendations, outrightly conflicts with the city’s adopted plans for the future development of the city."* In order to deal with such situations, White outlines draft policies meant ‘‘to clarify conflicts between ex- isting land use policy and heritage preservation desig- nation.”” Ald. Dana Taylor pointed out that in the Community Plan heritage buildings are in areas slated for re- development. Ald. Stella Jo Dean said that ‘‘as the years fly by, heritage buildings have been demolished. The sooner the bylaw is in place the better."
