Western Canada should be

handled. ‘by a new crown.

The report was released
jointly by:the federal, British
Columbia, “Alberta,
Saskatchewan, *:
Ontario, Yukon ‘and Nor-
thwest~ Territories’ . en-
vironment departments.

It recommended a single
incineration’ plant be built in
southeastern Alberta, and
physicat-chemical treatment
plants near. ..Edmonton,
Saskatoon, Winnipeg and on
British Columbia’s lower
mainland.

The report did not suggest
specific sites, but said there
should be extensive public
involvement in the selection
process.

It suggested a crown
corporation financed by
participating governments
operate the waste
Management system. It
estimated a capital cost of
$70 million and = annual
operating costs of $22
million. ©:

Wastes would be gathered
at a network of collection
stations across Western
Canada and transported to
the incineration and
treatment plants by road.
The incineration plant would
destroy wastes such as PCB's
and oily sludges, and the
treatment plants would
handle inorganic wastes such
as solutions containing
heavy metals.

“This system minimizes
transportation of wastes and
economizes by centralizing
the most complex and costly
treatments,” the report said.
“It was selected as the best
of 56 alternatives on the
basis of efficiency, risk, cost,
environmental impact and
social impact.”

' The report called also for
legislation providing for
licensing, penalties, a system

- to track wastes and man-

datory recycling of some
wastes.
