He rightly points out the limitations of an air bom: bardment of strategic rargets and draws 3 very apt analogy with Chamberlain’s appeasement of Adolf Hitler in 1938. Bearing in mind what it took to over- throw the German dictator, the inevitable conclusion is thar only a full-scale military invasion of fraq will remove Saddam and his chreat to peace. ~ Untortunately neither the U.S. nor its allies has the stomach for that kind of ini- tiative. Saddam knows it and, Iam sure, loses very little sleep over the build up of naval and air strength in the Persian Gulf. The opportunity to destroy him was Jost in 1991, and he now holds the initia- tive. Not only that, but there is a serious risk that if the U.S. mounts an aerial assault on Iraq, it will forteit the moral high ground and lose friends who, up to now, have been staunch allies. The answer to the question raised by Noel is quite simple: a United Nations force adequately equipped to provide a military presence capable of dealing with the kind of threat posed by the Saddam Husseins of this world. The US. claims to be acting under the auspices of the UN, burt that is nor good enough, and to be fair to the Americans, thy: world should not be rely- ing on them to provide an international. police foree. The UN is the only organi- zation that has the moral authority to garner the support of the international community for the military operations Necessary to ensure world peace. Unfortunately there is a grave risk of the UN becoming a lost cause, bat this must not be allowed to happen. Renewed efforts must now be made to re-establish its status and provide it with the funds necessary to do its job. Unless steps are taken to accomplish this, the world will always be at the mercy of some international thug or other.
