NORTH Vancouver
City is losing the bat-
tle against graffiti,
according to one
councillor.

“TI think it’s a war,” Coun.
Barbara Perrault said at the
Monday council meeting. “I
think we're in a war zone
here when it comes to graffi-
u.

Council received a report

Monday stating that the cur-
rent anti-grafhd program is
working well, and that the
issue needs no further action.
The program has been oper-
ated through the Lower
Lonsdale Policing Centre
since 1995.

Volunteers drive through
the community two to three
times a week and locate and
remove graffiti that is on pri-
vate property, according to
the report.

Following a vigorous
debate in council on whether

the situation was declining or
under contral, councillors
voted to take no direct
action. Council asked staff to
research anti-graffiti pro-
grams in other parts of the
Lower Mainland.

Perrault said there is more
graffiti in the city than in the
rest of the North Shore and
argued that business owners
need to take more responsi-
bility and remove the paint as
soon as it appears.

“I think we need to be
proactive and we need to be

zealous about it and we need
to encourage local businesses
wo do the same,” Perrault
said.

Coun. Bob Fearnley said
the graffiti is being removed
at a_ reasonable rate.
“Nothing is ever perfect,”
Fearnley said. “But I think
we're doing as good a job as

could have been expected.”

Coun. Craig Keating
chose to cast a different light
on the issue: “I think we
should remember, through
history, graffiti has been
socially relevant. I think we'd
be remiss in thinking all graf-
fitt is a bad thing.”

and in-kind assistance, said
the report. Graffiti on public
spaces is removed by the city,
with response times “nor-
maily less than 48 hours,”
the report said.
