Priorities needed From peae 1 “If you were to go to any other “municipality. in the Lower Mainland and look at what recreation facilities they had available, you'd be very surprised how far we are behind,” Thomas said. Preliminary cost. estimates identified in the Recreation Facilities Master Plan for the highest priority reconsmenda- tions add up to abour $25 million. Topping the list in no particular order: upgrading the ice arena; replacing the central, community centre; upgrading sports fieids and building new ones; building a Western community centre; expanding the aquatic centre; and upgrading the Glencagles Golf facility. Said Thomas, “The real tricky part is which ones to do first. I think that will be deter- mined more on the financial side rather than in terms of picking a priority. Collins filed for appeal last April contending that the tri- bunal is unconstitutional, He said the decision contravened the protection of free expres- sion contained in the Canadian Charter of Rights and Freedoms. In December, Collins lost a bid in B.C. Supreme Court to have a section of the code declared unconstitutional. The judge hearing the matter referred Collins back to the tribunal for a ruling on the constitutional matter. “We thought that was a bit ridiculous,” Collins said. “There’s no way the, B.C. /piscount, ty to avold cisappointmen 1B-CGFS cern (2277) Nort: Van Noth Shore owned & ope Human Rights Trivunal is going to find against i itself.” On Monday, B.C.
