But if Wednesday's meeting played out in front of a sup- portive but puzzled crowd is any indication, the proposed agreement provides more ques- tions than answers, West Vancouver-Capilano MLA Jeremy Dalton asked the key question: “Surrey is threat- ening to bail out already. What are the chances of getang this through?” Responded GVRD chief administrative officer Johnny Carline, “Like anything of poli- cy significance, I think you are going to sce some lively debate, some blood on the floor as peo- ple say whether this is good, d or indifferent. “Consensus is a noisy process of making decisions. I used to work in Ontario where it was kind of top-down, where it wasn’r noisy because you didn’t have any say in it. “I don’t mind the noise.” Yet it would appear the province and GVRD don’t seem interested in the noise lasting very long. They have committed to a short public — consultation process that runs through Christmas and requests munici- pal recommendations be for- warded to the GVRD beard by Feb. 11. It remains to be seen how many of them there are on the GVRD board of directors.
