26 — Friday, September 11, 1992 — North Shore News Constitutional hotline launched FOR CANADIANS who want a better understanding of their Constitution, an- swers and explanations are a toll-free telephone call away. Through a network of volunteer lawyers and staff, the Canadian Bar Association (CBA) is offering a “hot line” service to provide answers to Canadians looking for substantive explanations on issues such as aboriginal rights, distinct society, division of powers, Senate reform, the amending process and spending power. ‘The CBA, as part of its ongoing commitment. to help the public ‘understand the issues and analyze the constitutional proposals, is making its expertise available to help in the ongoing debate. “We are poised to offer an in- dependent, bilingual, non- political, non-partisan informa- tion service to -the Canadian public,’* said CBA president J.J. The names and phone numbers are then forwarded to the CBA. The Bar’s prciect manager deter- mines who can best provide a response from its team of experts across Canada. The. volunteers return the calls. | ““We have linec up lawyer volun- teers across the country to answer specific questions,’’ notes Camp, “*so that the responses come from the same region as. the questions.” He adds that the CBA will answer questions but will not be offering legal opinions. The CBA is contributing not only its expert knowledge, but also management, and coordina- tion, while the tederal government has agreed to pay the communica- tions costs. Last spring, the CBA launched a national constitutional fundrais- ing campaign, which raised ap- proximately $50,000 from its members. These monies are being channeled into the constitutional hotline service. This latest CBA _ initiative follows a year of active involve- ment in the Constitutional debate. Last fall, the 318-page Rebuilding a Canadian Consensus was prepared and presented to the Beaudoin-Dobbie Committee in December. ; Sections of that work were used as background papers for the constitutional conferences held over the winter months, The CBA participated in a number of the sessions to provide insight into the issues. The CBA represents the legal profession on 2 national and in- ternational level. It is dedicated to improvement in the law and ad- ministration of justice. The Association promotes access to justice and encourages its members to expand. their know- ledge, to hone their. skills and to nurture high ethical standards.
