10 - Friday, Septamber 10, 1993 - North Shore News Home Hardware parking sites spark council debate WEST VANCOUVER District Council is insisting that the owners of the Home Hardware store at 1750 Marine Dr. provide sufficient parking for their proposed redevelop- ment. At its Sept. 7 meeting, council granted the store’s owners a de- velopment permit for a new hard- ware store at the site, The previous store was destroyed in a suspected arson fire last May. . The store’s replacement would be: topped with four’ residential units. But: the municipality requires that a 10-year tease be acquired for three parking spots the devel- opment is short. Two of the three spots are pro- vided off-site, but not under a long-term lease: Coun. Don Griffiths suggested the two off-site spots be protected by a 10-year lease, but Coun. An- dy Danyliu held out for all three. “The building would be located in a busy block with tight park- | ing,’ said Danyliu. “This could — exacerbate an alr eady impossible: situation,”” “ Danyliu said he saw no public benefit in allowing the develop- ment permit and the resulting : change of use in the property. But Coun. Rod Day argued that - ‘the superior design of the new building was a public benefit. Coun, Pat Boname was opposed to a suggestion that the residential component of the building be reduced to reflect the shortage of parking. She said there may have already been “too much accommodation for the autoiiobile,”’ Hylnsky said that the provision of the four residential rental units would be a public benefit in a community short of rental ac- commodation. He also said that cutting the number ‘of residential units would reduce the financial: viability of providing an elevator for residen- tial and commercial users. In. addition to the residential ‘floor. and the commercial floor, a basement level will provide some of the development’s required parking. Hylnsiy doubted that the site’s owners would be able to secure any more parking, but Coun.
