Roads ruining roots Dear Editor: The long-awaited Greater Vancouver Regional District (GVRD) Landslide Report, by Thurber Engineering, was tabled at the April GVRD Water Committee meeting. | would like to. address some details which were over- looked in the report and in the April 14 News article. What caused the landslide is a complex of issues, yet the ‘GVRD is still denying that logging and road-building above the landslide could be a determining factor. -. . The site of the Capilano landslide is characterized by tension cracks on the edge of a clay bank. Heavy rains and inherent soil instability have been widening these cracks. : The Hollyburn logging road above the landslide has been accumulating water . runoff in its ditches and send- ing water flows through a cul- ". vert right to the slide site for “ many | _ Thurber Ferry stories o ve . Pe a ‘upsetting ~ Dear Editor: “} found your paper’s recent : coverage. of,.Premier Clark's announcement, of \the .B.C.. erries fast ferry. construc-tion rogram upsetting. | . ‘Side’ by. side on. the front . page. were. the “good: news _ _ story”. of : big. contracts “for - years. North Shore’ Shipbuilders and” j- u: jobs for residents and the “bad. Engincering’s maps show that the culvert creek flows direct- ly to the middle of the land- slide, where the tension cracks have been breaking apart. During heavy rainstorms, the amount of water flowing through culverts is significant. If the road was not intercept- ing water and concentrating it in ditches and culverts, water would be able to naturally percolate down across the full width of the siope. The integrity of the land- slide slope has been greatly reduced by clearcut logging from 60 years ago. It takes five to 15 years after logging of the original forest for slope stability to be affected by the death and decay of the mighty root systems that hold soils ia place. With an intact old- growth root system in place, the likelihood of massive landslides is reduced. ‘Taxpayers can expect more landslides to occur in other - | | and should be, funded on a “user pays" clearcut areas of the water- sheds where roads appear. This year, because of tirae con- 1 straints, it was impossible to organize a randomly selected community commit- tee to look over the applications for grants under the Student Summer | Career Placement Frogram. However, if the job was left entirely up to me, | | would reject virtually every application because (a) As a businessman myself, I i am opposed to subsidizing businesses f using taxpayers’ money, especially when it is VERY Hkely that a student would be employed without the grant, and (b) | feel that most of the "recreational" pro- jects applying for subsidies could be, basis. Some applications, of course, are orient- f ed towards the poor or disadvantaged, and | have given them my support in anticipation of Requested Jobs Ashton Mining of Canada Inc 2 BC Assn. of Foster Parents 1 | BC Assn. of Police Affiliated 1 Victim/Witness Services B.C. For the most part though, | cannot bring myself to spend YOUR MONEY on grants which force one taxpayer to subsi- dize the hobbies and interests of another tax- payer or thelr children, even under the guise of job creation for students. There is insufficient space to describe every application in detail In this report, but | decided that, at the very least, you should know which organizations are applying for | your money in this Riding. | have publicly stat-: ed in the past that anyone epplying for tax-. payer grants in North Vancouver had better be prepared to defend their application in’ public, so, printed below is this year's list, in. alphabetical order. | welcome your feedback, as svon as possible, as | have to confirm my. recommendations to Human Resources next} week. Genera'ly’ speaking though, businesses were not approved if the grant § would tikely give an unfair local compatitive advantage (e.g. pharmacies and hardware 8 ff stores), or where it appeared tikely that stu- dents would be employed whether the grant was awarded or. not. (e.g. Morguard Investments, Ltd., which look after Park & A Titford Gardens). Special interest, and recreational, groups were not approved when it appeared that they had large memberships from which to draw support (e.g. GUARD), or were offering I services which should be paid for by users — (e.g. summer camps and youth ‘activities U areas of higher income). © . As with las? year's . applications, ‘there: ; were some Instances of multiple applications : : from the same address under differet: names (e.g. North Shore Crisis: ‘Centre: and’ North Shore Women's Society): or’ tro agencies of your municipal council, which i my opinion should be accountable to Jocal taxpayers for the cost of thsir programs, and. sitould not be applying for;federal grants?! However, sven after all of this v it ts highly likely that, as in‘ past years ae the rejected applications will be sent to” the Minister so that my rejections can be ; over-ruled. Your money will be spent "in ‘| your best interests" whether you like 3t or not. - Ted White M. P., #302. 1200 Lynn Valley Rd. North Vancouver, b. C.
