The aim of the Traffic Safety Education Depart- ment is to reduce the severity and frequency of accidents in B.C. The department intends to ac- complish this by developing and implementing long- term, systematic approaches to traffic safety problems on a variety of fronts. “As the sole provider of compulsory auto liability insurance in B.C., ICBC has a social and economic responsibility to slow down the accident rate in the provice,” says Holmes. By any measure - deaths disabilities or economic waste - British Columbians have one of the worst per capita traffic accidents records in Canada. Ac- cording to the July, 1982 report on Traffic Safety.in British Columbia prepared by the Committee on Crown Corporations, 859 people were killed and 44,123 people were injured on B.C.’s highways in 1981.
