ERCO AND NOVA LUMBER WIN THE DAY Zoning hassles scuttle Maplewood plan By CHARLES MAYER QUALMS about a controversially zoned tract of industrial land in Maplewood’s proposed official community plan stymied North Van District council Monday from necessary to proceed with the area's long-awaited revitalization. Council rejected’ the entire community plan after months of debate failed to resolve a zoning dilemma in which two existing industries — ERCO and Nova Lumber — feared possible future eviction for “in- compatibility” with the plan’s projected zoning. Both industries are located in an area zoned medium industrial, but in the Maplewood plan the land is slated for hght industrial use. District's decision to scrap the Maplewood plan came in hight of the municipal solicitors recommendation that any amendment to the present plan would require further public hearings. “You asked me whether the Maplewood community plan can be amended so as to show the Nova Lumber site as medium industrial rather than hght industrial without a further pubhc hearing.” said municipal solicitor Robert Orr. “In my opinion, the an- swer is no. The uses allowed in light industnal are sub- stantially different) | from those allowed in medium industnal and would require a new hearing.” added Orr. However, Alderman Mary Segal, who voted alone to adopt the bylaw, attempted to sway aldermen to support the community plan wholly as prepared by District's planning department. She argued “we should | adopt 1” since ERCO and Nova Lumber are “small contentions” and the larger aspects of the Maplewood plan have been dealt with and are supported by the community's residents. But Alderman John Lakes failed to find reason in Segal’s support of the plan He said Distnet would be unfair if it changed zoning on “the present landlords ~ “Pm going to stick to my guns and vote against this plan.” stressed Lakes “It should go back to the present zoning (designation) ~ District Planner Kas adopting the bylaw Kreuchen, defended Maplewood's official community plan despite council's opposition. He said failure to ratify the proposal as it stands could result in “all elements” of the plan being vetoed through public hearing debate. “And it could drag on fora considerable length of time,” said Kreuchen. Alderman Ernie Crist, who earlier supported Maplewood’s revitalization scheme and felt it un- necessary to amend any proposed zoning uses outlined in the plan. also turned his thumb down on ratifying the community plan bylaw. “Nova Lumber and ERCO are welcome to stay. They're in no danger of eviction or under pressure to leave. And it's best to have another public hearing so everyone is satisfied with the new zoning bylaws,” Crist said.
