angry at the actions of a
man who is trying to
develop large areas of
Hollyburn Mountain by
going over their heads.

Rodgers, a planning con-
sultant, is attempting to get
an application approved to
build between SO and 250
recreational cottages on the
mountain by submitting it to
the Greater Vancouver
Regional District (GVRD)
— and bypassing the local
planning authority which has
