Proposed commercial development of 1467-1497 Belleview Ave. NORTH VANCOUVER DISTRICT (8 P.M.) (7:30 P.M.): Proposed Developer let off hook Dear Editor: Why should the presen residents of North Van- couver District, including senior citizens and people with young families subsidize in full the District’s share of the cost of the new Seymour crossing? The Municipal Act, under Section 719, provides that a council, by bylaw, may impose development cost charges as a condition of subdivision approval or issuance of building permits. Under the Subdivision Control Bylaw, presently being used by District council, the District may charge to a developer only roads and services which will directly serve his develop- ment and it is the District which has been paying for indirect costs arising out of development. The use of the Develop- ment Cost Charges Bylaw, on the other hand, provides a means whereby major trunk services or roads as well as open space can be equitably charged against all benefiting developments. The implementation of the Development Cost Charges Pylaw is particularly ap- propriate for laree scale and comprehensive development such as the Indian River Development in Seymour. The proposal that such a bylaw be introduced, therefore, was a very good one and I endorsed it whole- heartedly. Specifically, the proposal called for the developers to pay not only for trunk, sanitary and storm sewers and the construction of Indian River Road, but also for 70% of the cost of , the new Seymour Crossing. But, no sooner was the preposal made to recover at least a portion of the cost of the new bridge when council backtracked and decided to let the developers off the hook and put the burden of paying for the bridge in total onto the present residents of the District instead. Because the bridge is needed to speed the heavy flow of traffic from new developments, is it fair to make all the citizens of the District pay the total cost. If the District were to charge even 70% of the cost of this new bridge to new develop- ment, it would only amount to $95.00 per residential unit. Some council members refused to include bridge costs in the new bylaw because it had never been done before. My reply to that is: if council acted wrongly before, must it continue its wrong-doing? On the other hand, why should the old _ residents, many of them people on fixed incomes or young families having a tough time be burdened for the benefit of the rich. Ernie Crist Alderman N.
