Nelson said she was “very excited” about the program, which she feels will aid children’s developmental and social skills, The CHILD curriculum was devel- oped in West Vancouver over the sum- mer. In recent snonths Education Minister Penny Priddy, who initially expressed concern about the legality of CHILD, has had lawvers investigate whether the program contravenes the B.C. School Act. Their conclusion was that it does Not. “It's fess ofan issue now for the min- istry than for the community,” said edu- cation ministry spokesman Jamie Gripich. “E's the community's ball game now.” Gripich said Priddy now wants to emphasize that District 45 trustees are operating CHILD as a non-profit soci- ety. “It’s not really kindergarten,” he said. “It’s a complement to the kinder- garten program, an alternate education- al environment — but it’s not part of the curriculum. They're just like any other group leasing space from the dis- trict.” Diswict 45 Supt. Doug Player con- firmed that CHILD is not part of the public school program. “It’s an additional program,” he said, “that's why we're charging a fee. We have clientele that want this —~ we're able to serve our customers and provide them with professionals who are experts in carly childhood education.” Player said other provinces, like Ontario, provide public funding for all- day kindergarten for every student. “We'd Jove to see every child (have access to the program),” he said, “because it’s right for every child.” Player reterred to “very current research” which suggested the benefits of extra play-based learning to voung children. He said there had already been several additional enrollments in the program since ic began on Tuesday. The West Vancouver Teacher's Association is opposed to the CHILD program in its present form. WVTA president Bill Ferguson believes the program repre- sents a two-tiered system within public education, and that District 45 trustees have not presented enough research to prove the value of CHILD. He had asked for a delay in the program's launch, to allow for further analysis of its potential benefits. - Ferguson said the CHILD program could not be compared to the no-fee extended kindergarten program funded by the education ministry for some aboriginal, ESL, and special educa- tion students. He said the educational benefits attained by “disadvantaged” children at the kindergarten level were not necessarily shared by regular or “advantaged” kids. The WVTA has received backing from the B.C. Teacher's Federation to place the CHILD jobs in dispute. “We're asking everyone, before they apply for those three jobs, to contact me first,” Ferguson said. “Everyone [I’ve spoken to so far has agreed they won't apply.” Ferguson said the Elementary Teacher’s Association of + Ontario would also be asking its 40,000 members not to apply for the CHILD jobs in District 45. He said teacher opposition to CHILD would continue until the school district made the program available to all children at no cost or disbanded it entirely. For now, vice principals will be in charge of the afternoon ses- sions. Nelson said that morning kindergarten teachers would spend their afternoons instructing Grade | classes.
