The average Canadian is more of a saver than a borrower, In- dividuals are the primary suppliers of financial resources to other sec- tors of the economy and, in fact, have consistently had an excess of savings over borrowings. This surplus is channeted through the financial system to the economy's net users of funds, business and government. FINANCE LOANS Money deposited in the chartered banks is used to finance loans, including mortgages, per- sonal and commercial loans, and to purchase a variety of securities. Since early in the last century, deposits have been the major form of savings, and the chartered banks have been the main reci- pients of those deposits. Other deposit-taking institutions such aS trust companies, credit unions, caisses populaires and government savings banks emerged later, When the ceiling on bank loan interest rates was lifted in 1967, the banks were able to raise interest tates paid to depositors. Thus, the popularity of deposits as a vehicle for persunal savings increased and there has been intense competition for deposit funds. BANK REVISIONS Until the Bank Act revision of 1967, 90 per cent of banks’ per- sonal deposits were in chequing- savings accounts paying three per cent interest on the minimum semi-annual balance. Then, the non-chequing savings account was introduced in May, 1967, paying a fluctuating rate of interest on a minimum monthly balance. Another innovation was the per- sonal chequing account.
