Dear Editor: In your June 29th edition you printed an open letter to me from a Ms. Sue Cook. In her letter she asked me to rep- ty to four questions. | assume that the questions were asked in good faith and 1 welcome the opportunity to respond in kind. Q: Is it true your union is broke and without any strike funds, and if so, how can this strike continue indefinitely? A: Our Union is only 2% years old and therefore has not been able to amass great sums in a defence fund. However, the funds we do have, have been placed in a Credit Unien to provide collateral for our members who now become eligible for loans of $500 monthly until the dispute is settled. Your first question also makes two incorrect assump- tions. Namely, that if there are no funds, workers will not be able to withstand shut- downs and secondly, that this dispute is a strike. (1 will pro- vide separate explanations on those two issues on request). Q: Why is your Union op- posed to the removal of the Spareboard which is costing $2 million per year. A: The Company’s de mand for Part-time operators and the removal of a mini- mum number of spareboard operators are meshed together. The company says they can save $2 million with 380 Part-time operators. They plan to assign regular weekday work to Part-time operators. Some of that work is now assigend to Spare- board operators in the form of ‘‘rush hour trippers’’. If you concede that part-time operators will be absent from work the same percentage of time as full-time operators (studies confirm that fact), you now have no one to cover all of the work when absences occur and runs will be con- celled. M.T.O.C. has not replaced any of the 160 operators it has lost through attrition since February 1982. Last year they paid regular operators to work 260,000 hours of overtime and cancelled tens of thousands of hours of regular work because of insufficient man- power. The demand for Part- time operators is not for additional manpower to cover present work but to replace full-time operators lost through attrition from now on. M.T.O.C. will save money alright, but only because they didn’t put out the service. Q: Is it true the Union would like the contract timed to run out in the middle of Expo? A: The Union’s offer to the Company was for a 3 year agreement. That means the expiry date would be March 31, 1986, 1“ months prior to Expo opening. The alterna- tives are to have a 4 year con- tract or a 2 year contract. The Union would oppose a 4 year deal unless it could get some pretty far ranging guaran- tees. On the other hand, a 2 year deal will see us back at the bargaining table in 6 months. The problem with that is this horrendous labour relations problem we have. Six months does not give us enough time to work out solutions; it only gives us enough time to reload our cannons. The government has the power to prevent us from using Expo 86 at the table as a club and !’m sure they would not be hesitant in imposing themselves at that time. Do you know of any com- pany that is allowed to schedule a worker to work a 7% hour day over a 12 hour period and whose shift time is, on average, 7 hours and 28 minutes (no coffee breaks, no lunch break) (that’s a pro- ductivity rating of 99%) and to do that work under con- stantly differing conditions and a strict time constraint while the management spends Y% million dollars in adver- tising telling the public that your driver is a greedy little worm? How much more are we expected to give? Maybe you should ask Metro Transit to show how their demands are in the public interest.
