Mr. Grubel could readily have understood why the return to democracy in Chile is so difficult had he taken the time to read the so-called “‘constitution’’ introduced by Pinochet. That' document provides for ruthless repres- sion of any real opposition.to the military regime, and makes democratic elections impossible. Certainly Chile. is a beautiful country. But in his strolls through the streets and parks, Mr. Grubel would meet none of those tortured completely and killed in 1973, nor any of the 2500 whose ‘‘disap- ce’? has, been well documented by the United Nations, Amnesty Inter- national and other groups. Nor would he see the one million Chileans, almost one- tenth of the whole popula- tion, who left Chile after 1973, only a few of whom have returned. And it is highly unlikely that .
