Dear Editor:

North Vancouver District
Council, over the opposition of
Marray Dykema, recently decided
to eliminate Kind sale money as a
funding source lo pay for operating
expenditures,

The amount is $5.5 milion
annually, including $2 million for
road reconstruction which | cull
road patching, because that's what
itis, Five million dollars is equal to
14% of the annual district operating
budget.

To accomplish this difficult task
over a period of seven years which
is what council decided, an addi-
tional 2% tax levy will have to be
added annually to the taxes the dis-
trict would normally charge to the
taxpayers.

The Municipal Act, does .not

| permit the use of land sales money
for operating expenditures but it is
not exactly black and white. You
can certainly get around it if you
want. For example, you can call
road patching road reconsiruction
thus inferring it is a new capital
item when it is really not. Skunk
cabbage, by any other name swect
does not smell.

At the present rate of disposal,
the district land bank wilt be gone
within 10 years.

Selling land to: cover service
costs 1s like selling your office

“equipment to pay for wages. You
won't be in business very long.

Why did the district do such a
dumb thing? Well, it is not so dumb
if you don’t give a hoot about the
future, if you are just another “I'm
all right Jack” politician.

The practice started in 1981.

Like using drugs it started on a
small seale. It was a quick fix, Just
the thing the doctor ordered to
cover up incompelence and waste-
fulness and sdll look good.

' Nobody knew. | knew, and I
spoke up but to no avail. The result,
instead of paying for a new firehall
with the interests from the banked
land sale money, the cost for such a
hall would have to be paid by the

~ taxpayers. S

The district council, particularly
the new members, must be’ given
credit, not only for showing,a better
business sense than their predeces-
sors but also for their sense of
responsibility and courage.

We have only 10 years left to
build up the land bank or heritage
fund'sufficiently so that in future it
least some capital projects can be
paid without having to put an addi-
tional burden on the next generation
of taxpayers,
