FEW THINGS in life are free — and our parks. should
be one of them, But if the Vancouver Parks Board’s
(VPB) proposed plan to expand pay parking to include
all of Stanley Park and the beaches at Jericho and
Spanish Ganks, along with charging fees for using tennis
courts and the Second Beach swimming pool, is
approved, one of the fast bastions of cheap fun and exer-
cise will be pone forever, Although the proposed user-fees
are to help VP3 meet its budget shortfall, just what are
the long-term cffeets of such a system? Right off the bat,

it will create a new level of bureaucracy that will cost
money to maintain because staff will be needed to collect -
admission fees, do the bookkeeping, monitor the parking
lots, etc. And charging fees will exclude people on limited
incomes, particularly families, who presently use park
facilities because it doesn't cost anything. A stroll along
the seawall or a dip in the ocean will become a privilege
for those who can afford it. It's a sad day when the city
can’t provide free public access to its parks. Ia fact, it’s
downright tragic.
