ite arTeR GRIS RDI” VIEWPOINT. Youth for youth EVERAL NORT ! Vancouver business people have shown remark- able clarity of vision 2 an attempt to point teens in a row dire:tion and away from the need to mou the eternal refrain: ‘‘There is nothing for us to do; there is nowhere to go.”’ The perennial quest for solutions to the so-called youth problem always ends with the same general conclusion. Whether it is voiced by tgens or com- munity service providers, it is agreed thot there is a need for 2 place or siaces where young people can go for fun without drugs and without alcohol. The concept of self-directed clubs as proposed within the framework of the successful Friday Night Live program im- ported from California stands a good chance of working ia some B.C. com- munities simply because adults are not part of the package. The program is run by teens for teens. Adults remain in the background as a resource and support group. The peer program in California, where about 850 schools are involved, is being credited with reducing injuries caused by teens and deaths caused by teens driving while under the influence of alcoho! or drugs. The challenge to define and create an alternative lifestyle for teens is now limited only by the energy and imagination of the teens themselves. NDP ‘equality’ kills off dual municipal vote BIG BROTHERS in Victoria stop at nothing in their task of creating a brave new world where all are equal — except that those cleansed in the pure flame of socialism are nat- urally more equal than the rest. Under the new NDP labor bill ail unionized workers are equal and all other workers can be just as equal, once they’re unionized, The amended Infants Act makes all kids and parents equal at the medical centre — meaning mom or dad need no longer know about the abortion or HIV-positive test their 11-year-old has had on the quiet from the family doc. And looming next spring is the new B.C. Municipal Act which makes all residents of a communi- ty equal — by taxing the bloated property-owners, taking away their vote and giving it to motel- dwellers. Herb Grubel, Reform party candidate for West Van-Howe Sound, has leapt on this one as blatantly breaching the sacred principle of ‘‘no taxation without representation’? — which, you'll recall, left Boston harbor clogged with cold tea leaves for years. “One man, one vote,”’ retort the pure-in-heart New Democrats. The coming law lets you vote for council and schooi board only in the municipality where you have your primary residence. If you own — and pay taxes on — a recreational pad in Whistler, the Islands, on the Sunshine Coast or wherever, no more second vote there. Grubel — a Whistler condo owner — tnakes no bones about ROBIN BLENCOE... NDP equality nothing to do with democracy. being one of those affected. But it’s hardly a conflict of interest when so many other North Shore folks are in the same boat. The NDP's aim, he points out, is to buy the votes of temporary resort community residents work- ing in the service industries. They will elect councils, he predicts, that use taxes paid by voteless property-owners to pro- vide lavish services for transients regardless of the community’s long-term needs as a tourism at- traction, Grubel cites already sky-high Whistler taxes heavily subsidizing Squamish and Pemberton schools. This kind of thing, he argues, will kill the goose that lays the golden eggs by scaring away investors. And, he adds, the bill further aims to buy the votes of envious citizens everywhere who've not yet Rot around to owning their own weekend cabin or condo. True, of course, rental tenants themselves in effect “‘pay’* taxes, built into their rents. But it’s a Noe! Wright | HITHER AND YON flimsy excuse for disfranchising the owners. To begin with, many owners of recreational property do NOT rent it out. They simply leave it empty between visits. Moreover, a North or West Van homeowner can rent out property he owns elsewhere in the same municipality — with him and his tenant each voting for their com- mon council. So what’s wrong about him voting, along with a tenant, fora DIFFERENT council in Whistler? Of the two basic democratic principles — ‘‘no taxation without representation’’ and ‘tone man, one vote’’ — the former histori- cally takes precedence, Grube! in- sists. The latter has simply ex- panded it by removing over time successive barriers to universal suffrage. And never during the jong march of democracy have votes ever been TAKEN AWAY. Not even by communist itates -- how- ever they misused them. So congrats to Municipal Af- fairs Minister Robin Blencoe on making history with yet another NDP ‘‘first."? After all, nobody ever said socialist equality had anything to do with democracy. Let alone fairness or plain common sense.
