Rarely, if ever, has a court action been more vital for our fun- damental liberties. Bill C-169 forbids political advertising during elections except by a _ recognized political party. It thus gives the three major parties complete control of paid election publicity and denies such publicity to all other groups and individuals -- including established representative bodies like unions, churches, business and professional organizations. The plea of the major parties that adver- tising dollars alone might sway voters more than party platforms is arrant nonsense. In the 1980 election there were 119 ridings where losing candidates spent more than the winners, and 26 where the top spenders didn’t even place second. The bill also ignores the big fundraising advantages already enjoyed by registered parties. Donations to these qualify for tax credits up to $500 per donor, while dona- tions to non-party groups have to come from after-tax dollars. Moreover, the latter get no subsidies from tax revenues which, in 1980, provided over $11 million in reimbursements to parties and candidates -- some of it from the pockets of the very people now being silenced. This self-serving legislation, backed by Grits, Tories and NDP alike, insults the intelligence of Canadians and directly flouts Article 2 of the Charter of Rights guaran- teeing freedom of expression. It must be killed —- FAST. ‘A’ tor effort? he ‘‘unstriking’’ bus drivers deserve full marks for their ingenious ploys to avoid major inconvenience to the public while trying to soften the hearts of their unresponsive employers, but itlooks as if their creative juices are at last drying up. That means they'll have to capitulate or shut down transit altogether.
