that while garbage collectors
made only 10 stops for all
three Panorama stratas, the
complex as a whole would be
charged $10,000 more in
fees. Double existing costs
for two buildings and triple
for the third.

She called it
“discrimination” and asked:
“Are we subsidising single
family dwellings?”

Loftus also complained
that while homeowners had
been notified of the
proposed change in garbage
collection, apartment
dwellers had not.
