It is my personal belief that the central problem is the drainage of storm sewers into creeks and con- sequently into the ocean which, in this instance, is particularly vul- nerable because of the lack of tidal flushing action in the Deep Cove and Panorama Beach area. With the increased development and use of the recreational areas to the north and new housing devel- opments in the Indian River Area, it stands to reason that the runoff water from sterm sewers is the ma- jor cause. I do not believe that collecting the storm water and dumping it further out in the inlet, as sug- gested in the Deep Cove Water Quality Study Report as a possible solution, will solve the problem. We, as a society, have to com- pletely reverse and change our priorities to alleviate this problem. The GVRD, in a recent estimate, concluded that a region-wide plan to collect all storm sewer water via Pipes into secondary treatment fa- cilities would cost $1.5 biltion. This translates into $250 per household in the region. I made a motion at North Van- couver District Council that we urge the GVRD to ‘‘bite the bullet’ and build such treatment facilities as the only meaningful solution to this increasing prob- lem. ! also asked that we continue to try to get federal and provincial assistance for such a project. Unfortunately, there was no seconder to my motion. District council is simply not astute enough to comprehend the seriousness of this issue, quite apart from the fact that they lack the political will to do more than merely commission studies and reports, wasting mil- lions of taxpayer dollars.
