DEVELOPERS FACED with an objectionable chunk of rock in West Vancouver will have to pay for the blasting incident that sent rocks crashing through a Caulfeild neighborhood earlier this year. By Maureen Curtis Contributing Writer The developers of 5436 Monte Bre PI. failed recently to secure West Vancouver District council permission to do the blasting nec- essary to carve a home, as cur- rently designed, into one of West Vancouver’s steep¢r lots. “‘The property has no access to the road which it faces with a 16- foot cliff. How can we proceed without blasting?’’ asked devel- oper Michael Burdett of North Vancouver. West Vancouver Mayor Mark Sager suggested that the developer could reduce the amount of blasting planned. According to Ronald Wilson, a Caulfeild resident who has been asking council for tighter blasting controls for months, some 1,000 cubic metres of rock would be blasted out of the site under the current plan. He also noted that half of the house is on a greenbelt area set aside under the Caulfeitd Land Use Contract. “Let’s send a clear message to other prospective developers that this kind of development is no longer to be couutenanced,”’ said Wilson. Ald. Diana Hutchinson asked if anything could be built on the property without blasting. “Any property can be built on without blasting,’’ said Municipal Manager Terry Lester. Blasting expert Duncan Wiley said a drill could be used. But because of the strength of the local rock, it would be a slow, expensive and noisy process. On March 27, a number of Caulfeild homes were damaged near Meadfeild Road when wayward rock from blasting work struck. Andre Danyliu_ re- mained unconvinced that there had been enough changes to blasting procedures and precau- tions to make him confident that nothing might go wrong. But Burdett maintained that the Monte Bre blasting project could be done safely. “Council can regulate the use of explosives, but they can’t use this right discriminately — and that is what | believe is happening here,’’ he charged.
