_ REAL ESTATE ousing starts not enough for setback B.C. starts rose EVEN THOUGHIE housing starts rose 3.4% in fourth quatier to 165,000 units seasonally. adjusted at annual rate (SAAR), the total number of starts for 1993 was only ISS.443 units — 7.6% lower than-in 1993, Canada Mortgage and Housing Corporation (CMHC), reported today. “Starts regained ground since the begin- ning of the year but the rebound was nat cnough to offset the first quarter setback, Despite strong activity in the western provinces last year, sizeable declines in Ontario and Quebec resulted in lower starts last year," said Gilles Proulx, Chief Economist at CMHC'’s Market Analysis Centre. “The fourth quarter increase mainly reflected a surge in Ontario activity, There were also slight advances in B.C. and the Prairie region while construction was lower in Quebec and the Atlantic region,” Proulx added. The federal housing agency reported that during the last quarter. housing starts in urban centres rose by 8.0% to 141,600 units SAAR, and declined 17.6% to 23,400 units in other areas. Within urban ceatres, starts of single detached houses and multiple units each rose by about 8% to 67,900 and 73.700 units SAAR respectively. Ontario starts jumped to 56,100 units SAAR from the 43,500 units recorded during the previous quarters. (he surge reflected higher starts of singic-deiached houses as well as government-ussisicd multiple units. S40 units were stirled across the province, dawa 19,16 from 1992, British Columbia stirts case slightly to 46100 units SAAR, up trom 44,500 units in the third quarter. A slight decline in construc. tion of singte detached units can be traced to high prices. ‘This was offset by a continuing rise in construction of tore affordable multi- ple units. The total for 1993 reached 42,807 units, an all-time high, ap from 40,626 units in 1992, Quebee starts fell further to 28.600 units SAAR from 37,400 units in the preceding quarter. Limiled new construction reflects stignant employment levels and resale mare ket activity. The industry has, however, suc ceeded in reducing the inventory of new unoccupied units, Total starts for the year fell to 34,015 units, down LIE from 38,228 units in $992, In the prairie region, Alberta starts reached 18.700 units SAAR, up from 18.100 in the third quarter, as an active resale market offset some of the impact of rising invento- rics of new units. For 1993, Alberta starts edged down to 18,151 units. Quarterly activi- ty advanced to 3,200 units SAAR in Manitoba while it held steady at 1,600 units in Saskatchewan. For the full year, Manitoba ‘starts rose §.0% to 2,425 units while Saskatchewan activily edged up 0.6% to 1,880 units. Construction activity fell slightly during the closing quarter of the year in the Atlantic region, For 1993, higher starts were reported by New Brunswick (up 11.6% to 3,693 units), Newfoundland (up 5.9% to 2,405 units) and Prince Edward Island (up 0.2% to 645 units), while activity fell 8.4% to 4,282 units in Nova Scotia.
