That is the question in North Vancouver District as council grappled Monday with a proposal for a zoning bylaw which would have provided a gas station zone limiting self-service pumps in the municipality. Consideration of bylaw changes stem from recent resident concerns over the loss of a full-service Tex- aco station at 106 West Queens Rd. Texaco has applied to the district for the development of a split-serve (full-serve and self- serve) station including a car wash and a 300-square-foot retail area. Council defeated a proposed bylaw which would have required council’s approval for any station wanting to convert from full-serve to self-serve. The draft zoning bylaw would have limited self ser- vice to one pump island and not more than 50 per cent of the total number of pumps at a station and would have made the inclusion of at least one mechanical service bay mandatory. ‘"We can insist on a functional service hay, but not the retention of a mechanic to work that service bay.
