Dubbed the Meech Lake Accord, this pact recognizes that the existence of French-speaking Canada constitutes a fundamental characteristic of Canada. The agreement brings Quebec into the Canadian family and as former prime signed last week. brings the country closer together, Mulroney told news Federal accord good for Canada? reporters after the signing. But critics of the move, such minister Pierre Trudeau, have said the accord creates two Canadas and hurts the English-speak- ing minority in Quebec and the francophone minority outside of the province.
