PRIME MINISTER Brian Mulroney and the Canadian
premiers achieved a unanimous agreement June 3 to
amend the Constitution and bring Quebec into the na-
tional fold. Dubbed the Meech Lake Accord, this pact
recognizes that the existence of French-speaking Canada
constitutes a fundamental characteristic of Canada. The
agreement brings Quebec into the Canadian family and
