Council received the district’s 1986 provisional budget which calls for over a 10 per cent increase spending to $33,244,449, Council members were quick to caution that this was only a draft budget and much of the next four mon- ths would be spent trimm- ing. ° Ald. Ernie Crist catled the budget ‘‘a bit of a shocker,"’ but said it may be justified to supply the need services to residents. Baker pointed out that for the last three years the district has had one of the lowest residential, commer- cial and industrial tax rates in the region. | |.
