The North Shore emergency
planning program is really a sev-
eral step process which includes
detailed risk assessment, mitiga-
tion strategies, response planning,
training and exercising, public in-
formation, and recovery planning.
This is a logical sequence which
takes us from understanding the
nature of the risk itself through to
implementing measures to do
something about these risks.

Q. Explain what you mean by
risk assessment and mitigation?

A. Risk assessment means un-
derstanding in some detail the
nature of the natural and man-
made hazards that we are facing
on the North Shore «nd how they
could affect us in terms of life
safety and property damage.
Mitigation involves steps that can
be taken to either eliminate these
risks or reduce them to acceptable
levels.

number of other possible events
that could have profound effects
on our community and our ability
to respond. The risk assessment
process therefore identifies our
weak points and shows us where
we have to focus our attention for
mitigation, response and other
measures. To provide an example,
our risk assessment for the earth-
quake hazard will include a mapp-
ing of soils and slopes of the
North Shore and an identification
of building and structure seismic
strength. Together, this informa-
tion will point out areas of most
probable damage in an earthquake
situation.

It is our plan by the end of the
year to have most of our risk
assessment information plotted on
vulnerability maps of the North
Shore, which will serve as plan~-
ning guides for our overall
emergency planning process as
well as for emergency response
purposes.

The strategy to mitigate or
reduce these risks will come out of

this risk assessment process.

Q. Who is doing all this plan-
ning and research for the North
Shore municipalities?

A. The North Shore
municipalities agreed some years
ago to coordinate emergency
and disaster planning through a
central agency, the North & West
Vancouver Emergency Program.
The prograra, however, does not
direct the municipalities but rather
provides a coordinating and in-
formation service to promote the
joint development of essential
emergency and disaster plans.

Central to this planning is what
is known as the North Shore
Emergency Operations Planning
Group; consisting of the
Municipal Fire Chiefs, Police
Chiefs, Directors of Engineering,
North Shore Health, Emergency
Secial Services, and B.C. Am-
bulance Service. As Coordinator
of the Emergency Program, 1 co-
ordinate this planning group
which is responsible for many of
the steps I’ve mentioned.
