The Christmas Carol Ship Parade was developed by the Greater Vancouver Convention and Visitors Bureau — now called Tourism Vancouver —- in 1960, when one of the first Bayshore Hotel sales managers came up with the idea to create a unique Christmas happening in the harbor for his hotel guests. A committee was formed with Parks Board commissioner George Wainborn as chairman. Since 1960, Wainborn has continued as chairman, never missing a sailing and never seeing it from shore. All ships in the parade must be registered and observe the safety regulations issued by commodore, Jan de Groot, who has been the commodore since 1985.
