In its first stage the Commission held meetings with more than 50 organizations,
: made visits to several communities outside the: Lower Mainland as well as to many
” projects in the Lower Mainland, reviewed 137 written submissions, ‘handled several
hundred Hotline telephone calls and gathered a substantial amount of information

from technical reports.

From this initial overview, the Commission prepared: a Preliminary Report e entitled “
