People’s pooches have raised the ire of many of the municipality's populace for some time now. Council responded to the problem by appointing a cit- izen and council committee to review proposed amend- ments to the dog tax, kennel and pound bylaw last July. “We reviewed hundreds of letters addressing the problem,"’ Ald. Now that the report is out, council and the public have one month to review the public document before a final hearing takes place and a final decision is made in council.
