Avenue, Fell Avenue,
Sixteenth Street and
Cumberland Crescent, has
been a subject of con-
troversy for several years
and is the only main area in

the City which is not yet
designated under the official
community plan.

North Vancouver City
planners are scheduled to
release a report at the end of
this month outlining
proposed zoning for the area
of single family homes.

This summer, 19
properties were optioned to
Mike DeCotis under interim
agreements.

Those homeowners are
currently attempting to anull
these agreements because
they say they did not get a
fair pnce.

Paul Murphy. the real
estate agent who coor-
dinated these sales has since
left Canada Permanent and
he says he ts attempting to
block DeCotiis from buying
any more homes.

Murphy, who ts now the
owner of the Hamilton-Fell
Development Corporation,
has a plan for the area which
he says is best for the
residents.

For four years Murphy
says he has been working on
a proposed development
which he presented to City
council last October, just
before the issue was shelved.

The proposal calls for
medium density housing,

garden apartments
townhouses in the area.

Murphy says he thinks he
has the backing to go in and
pay cash to get a majority of
the properties in the area.

He says he is willing to pay
residents cash before the end
of the year or sign interim
agreements with an
escalation clause, something
that residents who have
already signed interim
agreements are demanding.

Murphy says he cares for
the area and “will do
anything except rip them
(the residents) off to get his
plan accepted.

Murphy agrees that he has
been “aggressive” but says it
is only because he cares so
much about getting his plan
accepted.

He says he must get
people to support him so he
can go to the City with a plan
which has majority support.
If he has this, he says the
City will have to go with his
plan.

“It's a large open window
down there, the only area of
the City that is not yet
planned.”

“Don't break the window,
let's make it a stained glass
window,” he says.

“I'm already a millionaire

without the Hamilton-Fell
development,” says Murphy,
agéd 32.

But he says the project if
accepted is worth “$50 or
$60 million” and said “if I
made a million on this I'd be
underpaid.”

“I dream about this thing
(the development).”

Murphy says DeCotiis,
who he describes as
“ruthless”, does not have
enough sites to develop the
whole area.

He says plans for a unified
development will fall apart
unless residents get behind
one person - himself. He
warns that other developers
are trying to move in on the
area.

Murphy is adamant that
the area must be developed
although some _ residents
want it to remain zoned for
single-family homes.

“There are too many
houses down there that are
depreciating.” he says.

the “sand banks”.
