2 - Sunday, March 19, 1989 - Lynn Valley Echo Building byiaw changes for single family homes | to be discussed by council NOW SHOWING The Task Force on Single Family Housing Design Issues was established in June 1987 to review matters related to the construction and design of new single family homes. FROM THE MAYOR’S CHAIR MARILYN BAKER The group was struck to address the numerous complaints and con- cems expressed by residents who were finding homes built in their neighborhood were bulky, ap- peared oversized. on the lot, were too close to the property lines, blocked views and sunlight and — in infill situations — did not con- form with neighborhood character. In the latter half of that year a status report was presented to council which recommended zon- ing bylaw changes. - These dealt. with the definition of grade for determining : height and removed the opportunity to manipulate the grade on a site. The key question was: ‘‘What good are building . height limita- tions if we don’t know from where they are measured?”’. The new bylaw definition measures . height -. from ‘the lesser. of existing or finished grade.”*. - Bylaw changes to retaining wall plemented. Council then approved the hir- ing of consultants to work further with the task force. : The issues are not simply resolv- ed and we have found that oftimes tation strategy. Details of ‘Proposed changes will be reviewed in depth at the council meeting Monday, March 20 at 8:30 m1. P COMING SOON Recycling is the current buzz word in solid waste management (better known as garbage handling) and we are all anxious to see an . expanded program up and running in North Vancouver and beyond. Discussions are underway be- tween the three North Shore municipalities with a view to get- ting. a viable recycling program operational i in the very near future. There is also a regional study in prepacation and your views are in- vited at a public meeting to be held in Silver Harbour Centre April 6 at = 7:30 p.m. The fact is, however, that recycl- ing is but one component of a suc- cessful waste management pro- gram which must recognize the 5 and sideyard heights were also i im- | Rs -— reduce, reuse, remove, Tecy- cle, resource recovery. I am confident that our citizens are ready and willing to participate in a full recycling program but it must be one that is sustainable. Markets for the goods must be confirmed beforehand and the best collection and handling methods determined. Stay tuned! IN REVIEW Among the many voices of sup- : port (some 60 per cent of our resi- . dents) for the district’s recently in- troduced wheeled waste carts, sev- eral people have commented nega- tively. Their concern is that we appear to be encouraging more garbage in these capacious cortainers rather than reducing, reusing and recycl- ing to produce less. That is certain- ly not the case. The wheeled carts exc ‘Purchased by those who find them convenient and pest-proof.. Personally, I am delighted to no longer fight the rapacious raccoon populace over entry into our gar- bage can. In fact, Seattle’ s South Side recycling program uses them for collection as opposed to the North Side use of Blue Boxes and source separation. We are revixwing both methods.
