UNCHARACTERISTIC

Vancouver District Council.

Council’s Standing Committee
of Planning and Development
passed a resolution Monday night
that recommends council adopt a
bylaw that would reduce site
coverage for single-family devel-
opment to 35%.

Site coverage includes home,
parking structures and accessory
buildings and is presently set at
40% of all single-family zoned
lots.

However, the committee had
originally suggested a far more
restrictive bylaw to staff that
would have reduced the maximum
height regulations for infill devel-
opment by two feet, reduced the
maximum cave height to 22 feet
and included the entire area of
each storey in floor space
regardless of whether there is a
floor or not for all single-family
development.

These suggestions were referred
for review to the Advisory Plan-
ning Commission (APC) in March
which acknowledged that ‘‘there
has to be a difference in zoning
for areas 20 years and wolder’’ and
admitted to concerns about the
quality of housing design.

But the APC decided that there
was a danger of the regulations
becoming too restrictive and only
recommended acceptance of the
35% site coverage amendment.

Coun. Ernie Crist blasted the
dilution of the standing commit-
tees original recommendation.

“The fact is that this council
has instructed staff to deal with
the height issue. Unless this issue
is addressed there will be no peace
in the cormmunity,"’ said Crist.

“We are now in the position of
the auto industry of the 1950s.
The builders are like the car
makers who convinced us that we
needed huge gas-guzzling cars.
The Japanese have shown that
there is another way to go,’’ Crist
continued.

Coun. Joan Gadsby agreed,
saying she was really concerned
with the threat to existing neigh-
borhoods like Delbrook and Up-
per Capilano.

“We cannot take another four
years to resolve this,'’ said
Gadsby, referring to a planning
