Ao - Wednesday, April 18, 1984 - North Shore News NEWS VIEWPOINT Catching up he collective sigh of relief that rose last week when Premier Bennett announc- ed that Expo 86 would go ahead, with special legislation against work stoppages, in- dicates public thinking is well ahead of that of the unions. The great majority of B.C. citizens ap- peared to grasp the simple issue without difficulty. The fair MUST be ready on time because of the hundreds of millions of dollars invested in it by international participants. And further cost escalation (already high) must be held down. This means certain jobs must be free to go to non-union contractors who are qualified and bid lower than union firms, although the lion’s share of the work will, in practice, go to the latter anyhow. The unions’ ‘‘concession’’ as a condition of labor peace at the site -- that they would work alongside non-union labor provided the latter were paid union rates -- was therefore no concession at all. For cost purposes the government might as well have agreed to a closed shop at B.C. Place. Most British Columbians were horrified at the embarrassment and the blow to. the economy that would have followed the cancellation of Expo. But they also agreed that the lid must be kept on costs as far as possible. The wonder is that union leaders were so slow to read the signs.
