Smoking banned

in West Van

SMOKING WILL be completely banned at all West Van-
couver schools at all times, and or all school grounds dur-
ing the school day starting in September, the District 45

school board decided Monday night.

But trustees agreed that it will
be difficult to supervise and en-
force the grounds policy, especial-
ly since some students will choose
to leave school properties in order
to evade the ban.

Trustees also agreed that the
new policy could be hard on same
teachers and staff.

the legality of lunch time supervi-
sion, Player replicd that ‘‘we are
still responsible for kids during
the noon hors, but I con't see
how we can supervise them if they
leave the school grounds.”’

Trustee Michael Smith warned
that the p2lic may object to stu-
dents gathering on sidewalks ad-
jacent to schoo! properties in
order to smoke.

“We would run into difficulty
if there are clusters of kids on the
sidewalks, pushing and shoving
each other, and a pensioner has to
walk through a horde of 70 Grade
11 girls and boys,’’ Smith said.

Player also admitted that the
new policy could be tough for
some teachers.

The written notice of motion
banning smoking stated that ‘‘The
board ... recognizes the harmful
effects of tobacco smoke on all
who come into contact with it
and, as a result, endorses the con-
cept of a smoke-free environment
for all employees and students.”

Trustee Barbara Howard
teminded her colleagues of the
overwhelming scientific evidence
that second-hand smoke is just as
harmful as smoke inhaled straight
from cigarettes.

Ferguson said that ‘“‘many posi-
tive benefits will accrue from not
having smoking on school proper-
ty.’””

The new policy will come into
effect next September.

At present, in accordance with
the municipal bylaw, smoking in
schools is allowed only in desig-
nated areas.
