work stoppage in a major industry

merits closer attention than it
sometimes gets.

During the 10-week pulp industry lockout’
strike, just ended, the loss to the B.C.
economy was pul at between $8 million and
$10 million per day -- figures we have not
heard the unions contest.

Even taking the lower estimate, that adds
up to a total loss of around $560 million,
equivalent to almost $200 for every man,
woman and child in B.C. or about $560 for
every household in the province.

It’s also equivalent to more than one-third
of the government's record 1983-84 budget
deficit, which led to the restraint program.
In relation to CONTINUING restraint, the
effect of the 10-week shutdown on direct
government revenues for the current year
isn’t hard to imagine.

For the workers involved, the arithmetic is
equally thought-provoking. Fach idled pulp
mill employee is estimated to have lost an
average of $6,000 in wages.

Even if, in the end, they had won a wage
increase as high as 10% (an extra $60 a
week), it would have taken them 100 weeks
-- almost two years -- merely to recover their
lost income. In the event, of course, they
stand to gain very much less, if anything at
all, from the government-imposed
settlement.

Quite aside from the grave economic harm
to the whole province, such stoppages seem
a dubious way to protect the pocketbooks of
individual union members themselves.
