By JIM SMITH In the beginning, Canada _was'a nation of tiny towns with equally newspapers. Some of the _towns grew up to become cities like Vancouver, Toron- . to, and Halifax — and their papers grew with them. More of the towns lost their residents to the big cities, though, and many of the small publishers went out of business. It hasn’t been easy in the community newspaper business. A couple of weeks ago,. however, the Com- munity Newspaper Assecia- tion held its annual conven- tion in Winnipeg. And, for an industry that was virtually tiny weekly. communities again. markets these newspapers have carved out for themsel- ves rather than in_ their corporate balance sheets. The real story is that Canada is becoming a nation of ~ The big cities wiped out community life. They gre v so rapidly that no one felt a - sense of identification. But, as the growth slowed, the neighbourhoods ‘stabilized — and even the residents of the biggest cities discovered that — they shared concerns with their neighbours. The new communities -aren’t as easily defined given up for dead a decade > ago, this was a remarkably lively corpse. There are hundreds of new community ‘Rewspapers today, most of them ran Dy higniy trained professional newsmen earn- ime enviable profits. It’s very nice that times have changed for the com- munity newspapers. But the real significance of their resurgence is found in, the ‘.geographically as the tradi- tional small towns with their legal boundaries. Visitors can’t distinguish the Annex from Cabbagetown in Metro Toronto; but the residents feel the communal force. The major daily newspapers - can’t service these fragment- _ ed markets effectively sc the new breed of weekly news- paper has sprung up to look after the urban ncighbour- hood. The Rentalsman has quashed an eviction notice against a North Shore tenant who claimed he was: harassed because he is an executive member of the North Shore Tenants Association. But the managers of the apartment building Say it. is. THEY who are being harassed by the tenant. Don Wallace of 153 East 4th Avenue, North Vancou- ver, with the support of the Tenants Association, appeal- ed the eviction, which had earlier been upheld by an officer of the Rentalsman’s Office. A few ‘days later, Toronio’s coii- munity of North York suffer- ed a similar power failure and there wasn’t a single violent incident. He said that the Association will now take steps to have the 35 per cent tenants of 145 and 153 East 4th in North Vancouver rescinded as well.. This 35 per cent increase, ' said the association spokes- legal rent increase but was granted to. the landlord by the Rent Review Commission on condition that the premis- es were upgraded, According to tenants, he claimed, the required upgrading had not been carried out.
