Development would allow existing businesses the opportunity to grow and expand on the North Shore, said the study. Before any of that can hap- pen, however, plans must be approved by city council. North Vancouver develop- ment planner Gary Penway called the land use study a decent starting point for a process that could see the Official: Community Plan amended and lands rezoned. “It’s not written in stone,” he said. Penway added that, opti- mistically, a public hearing to consider an amending bylaw to the OCP and rezoning bylaws could be held in January. The bylaws will put in place land uses that would allow people to apply for building permits and start construction, said Penway. If the public hearing takes place in January, Penway expects new bylaws to be adopted in January, February or March. “It’s a very different kind of project for the city,” he said. “Sixty-four acres of land is not something we are used to dealing with every day.” Although the majority of the Fullerton site has never been occupied and is not cont- aminated, there are three areas of environmental concern. The biggest issue is the Imperial Oil land at the foot of Fell Avenue.Because of contamination at the compa- ny’s home oil site, Imperial is under a provincial ministry of environment order to clean up the land. The Fullerton lands cannot be developed until that reme- diation is complete. Imperial says it will clean up the area within six months of the third reading of the rezoning bylaw. The land use study adds that the inclusion of a 100- to 125-room hotel should be considered, along with a waterfront pub, restaurant, and marina.
