OPEN LETTER TO WEST VANCOUVER MUNICIP- ALITY With reference to your letter of September 14th, 1981 containing a copy of the brief to the Greater Vancouver Regional District Re: Park Designation for Hollyburn Ridge. “ I contend it is incorrect procedure to hand over 2400 acres of land owned by the District of West Vancouver without first obtaining a mandate ‘from the taxpayers and citizens of West Van- couver by way of a referendum. Also, I think -it shows a total lack of competence on the part of the Ad- ministrators of this com- munity to consider such action without first Elected Senate will pose many dangers Gordon Gibson et als ‘*new’’ proposal that Canada’s Senate be elected is monsense. On a= “representation by population” basis it would be another version of the House of Commons. And, on an “equal representation, province by province” basis it would give Eastern Canada more clout than it has now! Imagine little Prince Edward Island with 10 senators, B.C. with 10 senators, senators and so on. Giving a province with a population less than that of North Vancouver equal say with another 80 times its size doesn't make sense. Nor does the fact that the five Atlantic provinces cast of the Ottawa River (Quebec, New Brunswick, P.E.I., Nova Scotia and Newfoundland) would have half of the “new” senate seats. Together with Ontario they could out-vote the West whenever they chose. No, I would rather abolish the scnatc. It is anachronistic now And to copy the United States, which has 50 states many of them of similar size, is to ignore the Canadian reality. Two-thirds of our population lives in Central Canada (Ontario and Quebcc). So the only way we can give “regionalism” an cffcctive voice in this country is to limit Ottawa's powers and give our provincial and municipal people more say than they have now Decentralization, in other words, is the way to go. Fortunately, we have been able to meet Mrs. Johnsen’s needs, but it is true that some other applicants have not been as well served, and that we may lose community support if the resources available to us do not in the future allow us to live up to expectations for community service. It-is unfortunate, however, that Mrs. Johnson extended her comments to speculate about management costs.
