The 1979 basic levy for school purposes will be 41 mills, an increase of only 1.24 mills over last year. Original estimates had forecast an increase of 1.93 mills in the cost of the basic program. Local mill rates vary from district to district depending on operating costs over and above the basic education progrm, and on debt and capital charges. The government has announced that the 1979 homeowners grant will be increased by $100, raising the basic amount to $380 and the amount for person 65 and over, or receiving a handicapped pension in- come assistance under GAIN or war veterans allowance, to $580. The homeowner grant ‘is applied first against school taxes with the remainder, if any, going towards municipal taxes. The minimum tax that a property owner must. pay is 350, excopt in the case of those 65 and over or handicapped, for whom it is $1,00. “These steps are a con- tinuation of the govern- ment’s attempts to ensure that British Columbians are not taxes out of their homes,” McGeer said. He added that further reduction in school taxes is still possible, as school boards have until May 1 to establish a final mill rate.
