Kagle Harbour Beac subdivision approved Tree retention on lots at discretion of WV parks head THE METHOD may not be foolproof, but West Vancouver District Council is attempting to preserve trees growing around the Gallagher Place subdivision development approved on Monday. WEST VANCOUVER DISTRICT COUNCIL By Maureen Curtis The subdivision, located on waterfront property west of Eagle Harbour Beach, has already come before council several times. The development was not well received until it was reduced from a four-lot to a three-lot configuration. In addition to this “sacrifice,” on the part of the developer, council gave up the possibility of creating a public access down a steep rocky incline to the waterfront. The Ministry of Transportation must also agree to waive the need for waterfront access. The developer had offered to create the access as part of the sub- division arrangement, but local resi- dents were against it. In the past the developer argued that the terrain was too steep for safe public access and the beach below so small that it would fead to trespass on private property during high tide. NEXT MONTH ATTEND UNIVERSITY The seclusion of the beach would make it difficult to monitor for dangers such as runaway fires, residents argued. About 30 residents, sporting grcen ribbons, came out to the council meeting to support the new proposal with no access. Ron Davenport, for the Eagle Harbour Ratepayers’ Association, expressed concerns about the new proposal’s covenant to protect trees during development and construc- tion. Coun. Rod Day echoed the criti- cism. “(After construction) those trees are doomed. The residents will strip them out to get 360-degree views,” said Day. He asked what powers council had to restrict tree cuiting after con- struction. Land surveyor Bill Chapman. representing the developer, said that the owner would be willing to enter into a tree covenant to preserve {rees, as long as views through the trees would be protected. “It is obvious, if someone is going to buy a waterfront home, they’re going to want to see the water,” said Mayor Mark Sager.
