MEMBERS OF the Greater Vancouver Regional District Employees’ Union set up picket lines in front of
North Vancouver City hall Thursday morning after coniract negotiations between the union and the
GVRD's iabor relations board broke off. The union said the city hall was picketed because North Van-
couver City Mayor Jack Loucks sits on the GVAD's tabor relations board. The union did not stop
employees from reporting for work, but some city employees did not cross the picket line, which was

expected to come down today.
