Excll said an increase among undecided of almost
five per cent from previous surveys indicates the’ need
for more and better information on the agreement. |

There were two other possible reasons that the
undecided vote increased: one, many small businesses
will be affected indirectly by the agreement since they
are not currently exporting or importing, causing

_them to believe that, while there will be an impact, it

will, take time .to occur and in the interim: create
uncertainty; two, many small businesses are sub-con-
