By UNITED PRESS CANADA Soviets call for nuclear free zone MOSCOW - Soviet leader Yuri Andropov Tuesday called for a nuclear-free zone in northern Europe and said Moscow was prepared to agree not to use nuclear weapons against Nordic countries even without reciprocal guarantees by NATO. Andropov’s proposal, made in a reply to a telegram from a Finnish peace group, revives a concept first proposed by Finland's former president Urko Kekkonen in 1963 and last put foward by the Soviets in February. “We unconditionally supported Finland's proposal on the establishment of a nuclear weapons-free zone in the north of Europe,” Andropov said in remarkds carried by the official news agency Tass. “The Soviet Union for its part is prepared to assume the obligation not to use nuclear weapons against north European countries which will participate in the zone.” Pepin introduces Crow rate bill OTTAWA -. Transport Minister Jean-Luc Pepin, bucking an almost 18- hour delay, won approval Tuesday for introduction of his controversial bill to abolish the histroic Crow rate and raise freight rates for Praine grain. The Liberal govern- ment used its majority to clear the way for the legislation while the Conservatives and new Democrats voted against. The vote was 112 to 88. Pepin's proposal, his second attempt to revise charges for western grain shipment, would scrap the Crows Nest pass rate while maintaining below- market rates for Prairie grain shipment by sub- sidizing the railways with a $652 million in the 1983- 84 crop year. The subsidy would increase in future years as freight rates rose.
