The official Interpress news agency said the emergency powers were contained in a draft bill the Communist Party plans to submit to parliament for approval at its next session late this week or early next week. Details of the Communist Party bill emerged two days after Prime Minister Wojciech Jaruzelski called on Poland’s parliament to ban all strikes, warning that the economy’s disintegration could lead to “a state of war.” ; “Anarchy is spreading,” the Communist party newspaper Trybuna Ludu said Monday in a report looks at economy VANCOUVER (UPC)—The New Democratic Party’s economic task force began cross-country hearings Monday, taking submissions in Vancouver from groups and individuals about the economy and the recent federal budget. Nelson Riis, NDP MP for Kamloops-Shuswap and co- chairman of the task force with finance critic Bob Rae, said the -economy was in “serious transition” and the task force would seek “economic development that makes sense.” . He said the hope of the task force, which alsc in- cludes MPs Ian Waddell (Vancouver Kingsway), Rod Murphy (Churchill) and Margaret Mitchell (Van- couver East), would be to arrive at possible solutions to some of the social problems spawned by the current economic hardships. ; The task force wds an- Ta THE OPTICAL DEPT. The hearings were originally intended to concentrate on the economy as a whole, but Riis said the strong reaction by Canadians to the budget changed the focus of the hearings. A public report based on the findings of the task force would be presented to the government by mid-January. Further hearings were scheduled in Edmonton, Regina, Winnipeg, Thunder Bay, Toronto, Montreal, Fredericton, Halifax and St. John’s. More than 200,000 students, farmers and oil workers stayed on strike across Poland in defiance of the government's threat to take emergency action. Solidarity’s national presidium held an emergency meeting to discuss the national situation and scheduled a meeting Thursday of all regional union branch leaders ahead of a full national commission session next week. The government's move to Sun Mon outlaw strikes would deal a severe blow to the union- government agreements that ended the 1980 summer strikes in Odansk. Interpress said the bill proposed by the Communist Party would provide for “the possibility of temporary suspension of the right to strike, a ban on other than religious gatherings, limitation of the freedom of movement of persons and goods in domestic and in- ternational traffic, possible transferring of certain competences of civilian courts to military ones.” ’ The news agency added, however, that “observers feel that the authorities would invoke such special powerts only in the event of the (new) bili on trade unions not being respected.” Tue the be ernftearredeacd ts sha og Poor yoouh © PANG tric as Stic op of ott COV VOW ve + beth ler rye wleragye Holy) Hac ges Over 5,500 tree parking spaces Wed Thu A23 - Wednesday, December 2, 1981 - North Shore News fe .
